Saint Louis College of San Fernando, La Union (SLC-SFLU), through its School of Advanced Studies (SAS), has formalized a partnership with Naguituban Elementary School in San Juan, La Union, to establish an Inclusive Learning Resource Center (ILRC) that will provide accessible, responsive, and sustainable educational support for learners with special needs (LSNs).
The Memorandum of Understanding (MOU) was signed on October 21, 2026, in Naguituban, San Juan, La Union. Representing SLC-SFLU were Dr. Jose Pangngay, Dean of SAS, and Dr. Magdalena Japson, SAS Professor. Representing Naguituban Elementary School were Cristeta C. Gappi, Head Teacher III, and Rosevy M. Galvez, Administrative Officer II.
The partnership seeks to establish a fully operational and sustainable ILRC through systematic child-find screening, capacity-building for educators, and the development of an implementation framework responsive to the needs of LSNs. Through these initiatives, the collaborating institutions aim to strengthen the school’s capacity to identify learners who require specialized educational support and provide learning resources suited to their individual needs.
Beyond establishing a dedicated learning facility, the undertaking underscores the importance of a collaborative and nurturing educational environment. By engaging general education teachers, the teacher-in-charge, school personnel, and parents, the initiative seeks to foster shared responsibility for the holistic development, inclusion, and well-being of learners with special needs.
For the SLC-SFLU academic community, this partnership reflects the institution’s commitment to extending its academic expertise and community engagement toward meaningful educational outcomes. It also provides an avenue for the School of Advanced Studies to contribute to inclusive education by translating professional knowledge and institutional collaboration into practical support for a local basic education school.
Through this partnership, SLC-SFLU and Naguituban Elementary School reaffirm a shared commitment to an educational community where every learner is recognized, supported, and given opportunities to thrive. The initiative advances the principle that inclusive education is not merely about providing access to learning, but also about creating an environment where every child can participate, develop, and reach their fullest potential.
